Why open planning applications are worth more than approved schemes

Most subcontractors wait for approval. Open planning applications give you months more runway to find the buyer and get on the shortlist.

If your business development starts when a planning application is approved, you are already late. By then the architect is often locked in, the preferred main contractors are circling, and your chance to shape the package or get an early introduction has shrunk to weeks.

Open planning applications — still under consideration at the local authority — look uncertain, so many estimators ignore them. That uncertainty is the point. You can see scale, use class, and location early enough to research the developer, track who usually builds for them, and decide whether the scheme is real pipeline or noise.

What “open” actually buys you

An open application is not a tender. It is a signal that someone intends to build. For finding construction projects before tender, that signal is often more valuable than a freshly approved notice everyone else has already scraped.

Treat open applications as pipeline development, not immediate quoting work. Log the reference, decision target date, and likely buyer type. Set a reminder for when status flips to approved or when a contractor appointment hits the press. That habit alone puts you six to twelve months ahead of firms that only react to approvals.

Filter hard or you drown

Council portals are full of householder extensions that waste a specialist subcontractor’s time. Keep fit rules tight: trade relevance, geography you can resource, and a minimum project size. A demolition contractor should not wade through every rear extension in the county.

BuildBeacon weights open applications in discovery for exactly this reason — live commercial intent without the sludge of every historical approval — then pairs them with trade-aware filtering so your weekly list stays quoteable.

Turn the application into a contact

A planning reference without a next step is research, not business development. Ask: who is the agent? Who develops this typology in this region? Which mains usually take these jobs? If you cannot name a plausible buyer within two steps, park it. If you can, schedule outreach before the preferred list hardens.
